Governor Quinn Signs Major Legislation to Increase Transparency in State Government

Launches website to make state spending information accessible



Governor Pat Quinn joined with Attorney General Lisa Madigan and members of the Illinois Reform Commission to sign bills to increase transparency and accountability in state government. The legislation strengthens the Illinois Freedom of Information Act (FOIA) and ensures the state’s boards and commissions are open and accessible to the public.



R20;The people of Illinois deserve an open, ethical and transparent government,” said Governor Quinn. “This legislation provides greater oversight to ensure our government complies whenever possible with the Freedom of Information Act, protects the integrity of our boards and commissions and makes state government more accountable to the people we serve.”




The FOIA legislation (Senate Bill 189), sponsored by Sen. Kwame Raoul (D-Chicago) and House Speaker Michael Madigan (D-Chicago), rewrites the Illinois Freedom of Information Act to give the Attorney General’s Office authority to decide disputes between those requesting information and governmental bodies.



R20;Today, Illinois comes out of the Stone Age and into the modern era of transparency and openness,” said Attorney General Madigan. “By creating a public access counselor with binding opinion authority to fight for an open and accountable government, Illinois is now at the nation's forefront. With this new law, the people of Illinois will now have a greater ability to know what their government is doing."



In addition to creating a permanent public access counselor within the Attorney General’s Office to oversee enforcement of the act, it strengthens fines for noncompliance. The legislation also allows fewer exemptions to the act and shortens the time for a government to respond to a request.




Governor Quinn also signed Senate Bill 1602, sponsored by Sen. Susan Garrett (D-Lake Forest) and Rep. Jack Franks (D-Woodstock). This bill establishes strict ethics requirements and restrictions for current and prospective members of state boards and commissions appointed by the Governor and calls for the creation of a website that provides information about board and commission membership.



At a meeting of the Illinois Reform Commission in April, Governor Quinn launched Appointments.Illinois.gov. The site allows Illinois citizens to access information about membership and vacancies in the state’s 300 boards and commissions and fill out online applications for those appointments that are made by the Governor. Thousands of applications have been filed since the site’s launch.




The legislation also requires each board and commission with a website and full-time information technology staff to make information regarding its meetings available online.



Today the Governor also launched the Illinois Transparency and Accountability Portal to provide Illinoisans with access to state government spending information. The website makes the State’s expenditures and employee pay data available through a single, searchable portal: Accountability.Illinois.gov.

Supreme Court Orders New Look at Death Row Case

The Supreme Court on Monday ordered a federal trial court in Georgia to consider the case of Troy Davis,
who is on death row in state prison there for the 1989 murder of an off-duty police officer. The case has
attracted international attention, and 27 former prosecutors and judges had filed a brief supporting
Mr. Davis. Seven of the witnesses against Mr. Davis have recanted, and several people have implicated
the prosecution’s main witness as the actual killer of the officer, Mark MacPhail.

The Supreme Court’s decision was unsigned, only a paragraph long and in a number of respects highly unusual.
It instructed the trial court to “receive testimony and make findings of fact” about whether new evidence clearly
established Mr. Davis’s innocence. Justice Sonia Sotomayor, who joined the court this month, did not participate.

The decision set off a sharp debate between Justices John Paul Stevens and Antonin Scalia about Supreme Court
procedure, the reach of a federal law meant to limit death row appeals and the proper treatment of claims of innocence.

“The substantial risk of putting an innocent man to death,” Justice Stevens wrote in a concurrence joined by
Justices Ruth Bader Ginsburg and Stephen G. Breyer, “clearly provides an adequate justification for holding
an evidentiary hearing.”

Justice Scalia, in a dissent joined by Justice Clarence Thomas, said the hearing would be “a fool’s errand,”
because Mr. Davis’s factual claims were “a sure loser.”

Chicago among supporters of educator who finished 1069 mile walk for our children

He sat out at 9 A.M. on Wednesday, July 15, 2009 from his home school base in West Palm Beach, Florida. His goal was to walk a distance of 1069 miles through 43 counties streaming the states of Florida, Georgia, South Carolina, North Carolina, Virginia and finally to the nation’s Capital.

Dubbed the Walkathon “Trek for African Centered Education,” Amefika Geuka, fellow “Surrogate” walker Mawusi Hazard, 61, and photographer Nadja Neptune placed sights on their total 696 hour mission – to reach Washington, D.C. by Tuesday, August 12. The role of surrogate walker Hazard was to officially walk in lieu of Geuka if a rest were needed or if the pace slowed to ensure that the required number of miles per day was covered within the allotted time. Additional to photo documentation, Neptune was also the pace car driver for the altering trekkers.

Geuka, 69, is co-founder and current Board chairman of the Joseph Littles-Nguzo Saba Charter School, Florida’s only African Centered public school, which completed ten years of continuous operation earlier this year. The purpose of the walk was to raise money to close the funding gap for the Joseph Littles’ academy and to dramatize the urgent need nationally of African Centered Education for children of African descent. Contributors pledged donations for every mile ventured.

“When asked for a quote on Amefika and his Walkathon to Washington, the first person that came to mind was Dr. John Henrik Clarke and his film ‘The Great and Mighty Walk,’” said Dr. Anderson Thompson, professor of Inner City Studies at the Jacob H. Carruthers Center for Inner City Studies in Chicago.

“Geuka’s is indeed for our day participating in a great and might walk. He is carrying out the instructions of those who have gone before as he too manifest qualities of self-reliance, scholarship, determination, discipline, conviction, and achievement. His trek further exemplifies the commitment of our esteemed elders by demonstrating intergenerational continuity in this our collective quest for the liberation of the minds of our people - particularly our children,” he adds.

Geuka and his party arrived at his scheduled time in Washington D.C. at noon, Tuesday August 12, having successfully met over 29 days a daily average of 33 to 35 miles requiring 10 to 15 hours per day. He was greeted by supporters, trek organizers and by students from the area Sarafina Youth Ensemble and Nation House Academy.

Thursday, August 13, was designated as "African Centered Education Elevation Day" in Malcolm X Park. A “symbolic” walk from the park to the White House was scheduled where a resolution was read to the President calling for the acknowledgment that African Centered Education is the most logical approach to effectively educate children of African descent. Following the resolution, a victory celebration was planned to commemorate the completion of the walk and to strengthen the commitment to elevate the education of Black children.

“This Walkathon is not a protest. We are walking to speak truth to power for the elevation, recognition, and respect of the African centered instructional and developmental paradigm for African American children,” positions Geuka in a recent web cast radio interview.

Born in St. Ann's Bay, Jamaica, on August 17, 1887, Marcus Garvey
was the youngest of 11 children. Garvey moved to Kingston at the age of 14,
found work in a print shop, and became acquainted with the living conditions
of the laboring class. He quickly involved himself in social reform,
participating in the first Printers' Union strike in Jamaica in 1907 and in
setting up the newspaper The Watchman. Leaving the island to earn money





to finance his projects, he visited Central and South America, amassing evidence that black people everywhere were victims of discrimination.
He visited the Panama Canal Zone and saw the conditions under which the West Indians lived and worked. He went to Ecuador, Nicaragua,
Honduras, Colombia and Venezuela. Everywhere, blacks were experiencing great hardships and discrimination.

Garvey returned to Jamaica distressed at the situation in Central America, and appealed to Jamaica's colonial government to help improve the
plight of West Indian workers in Central America. His appeal fell on deaf ears. Garvey also began to lay the groundwork of the Universal Negro
Improvement Association (UNIA), to which he was to devote his life. Undaunted by lack of enthusiasm for his plans, Garvey left for England
in 1912 in search of additional financial backing. While there, he met a Sudanese-Egyptian journalist, Duse Mohammed Ali. While working for
Ali's publication African Times and Oriental Review, Garvey began to study the history of Africa, particularly, the exploitation of black peoples
by colonial powers. He read Booker T. Washington's “Up From Slavery”, which advocated black self-help.

In 1914 Garvey organized the Universal Negro Improvement Association (UNIA) and its coordinating body, the African Communities League (ACL).
In 1920 the organization held its first convention in New York. The convention opened with a parade down Harlem's Lenox Avenue. That evening,
before a crowd of 25,000, Garvey outlined his plan to build an African nation-state. In New York City his ideas attracted popular support, and
thousands enrolled in the UNIA. He began publishing the newspaper The Negro World and toured the United States preaching Black Nationalism
to popular audiences. His efforts were successful, and soon, the association boasted over 1,100 branches in more than 40 countries. Most of
these branches were located in the United States, which had become the UNIA's base of operations. There were, however, offices in several
Caribbean countries, Cuba having the most. Branches also existed in places such as Panama, Costa Rica, Ecuador, Venezuela, Ghana,
Sierra Leone, Liberia, Namibia and South Africa. He also launched some ambitious business ventures, notably the Black Star Shipping Line.

Garvey promoted two new business organizations — the African Communities League and the Negro Factories Corporation. Financial betrayal
by trusted aides and a host of legal entanglements (based on charges that he had used the U.S. mail to defraud prospective investors) eventually
led to Garvey's imprisonment in Atlanta Federal Penitentiary for a five-year term. In 1927 his half-served sentence was commuted, and he was
deported to Jamaica by order of President Calvin Coolidge.

Garvey then turned his energies to Jamaican politics, campaigning on a platform of self-government, minimum wage laws, and land and judicial
reform. He was soundly defeated at the polls, however, because most of his followers did not have the necessary voting qualifications. In 1935
Garvey left for England where, in near obscurity, he died on June 10, 1940, in a cottage in West Kensington.

Marcus Mosiah Garvey advocated that Africans control the wealth of Africa. He taught that control, control of resources, control of self, control
of nation, requires preparation, Garveyism was about total preparation.
