Citizen Preparedness Plan
National Mass Evacuation Tracking System
(NMETS) and Shelter Placement Implementation Plan
The Office of
Emergency Management and Communications (OEMC) is pleased to announce it is
seeking qualified responses for an opportunity to assist in the education of
community members on how to be prepared for and respond to emergencies, and to
conduct on-the-ground activity in 19 counties throughtout Wisconsin, Indiana,
and Northeastern Illinois, including the City of Chicago, as part of the Citizen
Preparedness Plan.
The OEMC is also
seeking qualified responses to expand on the Federal Emergency Management
Agency's National Mass Evacuation Tracking System program, with shelter
coordination and assessment tools which are compliant with the Americans with
Disabilities Act and inclusive of Funtional Needs Support Services.
These
opportunites are made available under the Regional Catastrophic Preparedness
Grant Program (RCPGP), which is funded by the Federal Emergency Management
Agency of the U.S. Department of Homeland Security.
The RFP opening date for both projects is
October, 15, 2012. A pre-submittal information session for the Citizen
Preparedness Plan will be held on Wednesday, October 31, 2012 at 1:00 p.m. at
OEMC, 1411 W. Madison Street. A pre-submittal information session for the NMETS
will be held on Thursday, November 1, 2012 at 10 a.m., at OEMC, 1411 W. Madison
Street. All proposals are due on
Thursday, November 15, 2012 at p.m. Central Standard Time. Late
submissions will not be accepted. Awards are anticipated to be announced in
November 2012.
The Request for
Proposal (RFP) has specific deliverables that include, but are not limited
to:
- Evacuee tracking and placement implementation
strategy
- Evacuee tracking stakeholde committee
- Evacuee tracking standard operating guide and
template
- Defined project management plan
- Shelter placement coordination Concept of Operations
Plan (CONPLAN)
- Expand and maintain community Preparedness Campaign
- Development and implementation of citizen
Preparedness Plan
- Update and expand the Public Informaiton and Warning
Annex
- Utilize volunteer partners
- Develop plan evaluation tools
- Identify and oversee whole community training and
workshop
