Things are heating up over a federal plan to cut carbon emissions from power plants.
Under the national "Clean Power Plan," states would have to reduce carbon emissions 30 percent from the power sector by 2030. (Illinois' individual goal is to cut emissions by 33 percent.)
A D.C. Circuit Court recently rejected two challenges to the plan, but more push back is expected before the Environmental Protection Agency (EPA) issues its final rules this summer.
