Final rule expands definition of “small creditor” and “rural areas”

Yesterday, we issued a rule that will increase the number of financial institutions that are able to offer certain types of mortgages in rural and underserved areas. The rule also gives small creditors time to adjust their business practices to comply with the new rules.

  • Plan for an evacuation—Know where the nearest emergency shelters are and pack items that may provide comfort to the person with Alzheimer’s.
  • Prepare for wandering—Make sure the person wears an ID bracelet, and label clothes to help aid in identification.

Pope Francis offers the world a prophetic voice

Washington is girding itself for what will be an historic visit by Pope Francis this week. So many are expected to flock into the city that government employees are encouraged to work at home. The pope will address a joint session of Congress, celebrate mass, meet with the president and tend to the impoverished. He may meet with the low-wage workers who serve food to the senators and not just with the senators. He will then go to Philadelphia and New York, give an address on climate change and possibly celebrate mass on Wall Street.
Already the political crossfire has begun, with conservatives assailing the pope for not understanding modern markets. One columnist condemned him as a false prophet, standing against “modernity, rationality, science and … the spontaneous creativity of open societies.”
Republicans are outraged that at Laudato Si, the Pope’s stunning encyclical addressing our relationship to God’s creation of nature and calling on us to change our ways to meet the challenge of climate change. While the Republican presidential campaign has been fixated on building walls, the pope represents the voice of Jesus that calls for caring for the stranger on the Jericho Road. While conservatives worship Adam Smith and the marketplace, the pope scorns the false idol of materialism, rejects the “magical conception of the market.” “To claim economic freedom,” he wrote in the encyclical, “while real conditions bar many people from real access to it, and while possibilities for employment continue to shrink, is to practice a doublespeak which brings politics into disrepute.”
Liberals, on the other hand, shudder at the pope’s embrace of life and continued commitment to the church’s rejection of abortion. This pope has called for a “jubilee” that, among other things, offers greater forgiveness for those who have divorced or had abortions.
Francis is the first pope to come from the South, from Argentina in his case. He named himself after Saint Francis of Assisi, who, the pope noted, “lived in simplicity and in wonderful harmony with God … (showing) us just how inseparable is the bond between concern for nature, justice for the poor, commitment to society and interior peace.”
Without question, the pope’s visit will spark major political disputes, as partisans pick and choose phrases to club their opponents with. But the pope has no party. He carries the message of the Gospel, of Jesus born into poverty, who dedicated his ministry to the poor. Jesus taught us to come to the aid of the poor, to feed the hungry, welcome the stranger, care for the sick and visit the prisoner. We would be judged, he taught, for “whatever you did for one of the least of these brothers and sisters of mine, you did for me.” Jesus of Nazareth ministered to the poor, and that alarmed the rich and powerful, who reacted with fear and anger.
Pope Francis now offers the world a prophetic voice. We must not sacrifice people at the “altar of money” or worship the “golden calf.” He calls on us to amend our ways so we can meet the challenges of climate change, poverty, war and division.
The pope is grounded in the values of the Church, the teachings of Jesus. He is not a policy wonk or a political partisan. Personal responsibility and charity are central to his teaching. And he knows that governments, institutions and markets created by man reflect their values. If distorted, they can have perverse effects and must be reformed.
In a time of extreme inequality, with millions still in absolute poverty, with growing displacement of peoples stoking hatreds and fears, with climate change a clear and already present danger, Pope Francis calls us to change, to return to core values, and build anew.
His prophetic voice is badly needed in this troubled times. No doubt his message will be distorted and hijacked for partisan political purposes. But beneath that din, we should consider his words, weigh his wisdom and look into ourselves. He is summoning us to unleash our better angels. We would be wise to listen and reflect.

Minority Teachers Quitting: Big Government Death Grip to Blame

Minority teachers are quitting in droves across nine major cities, and education experts are asking why.

In a new report, "The State of Teacher Diversity in American Education," the Albert Shanker Institute found that in Boston, New York, Los Angeles, Chicago, Cleveland, New Orleans, Philadelphia, San Francisco, and Washington, D.C., the number of black teachers fell significantly from 2002 to 2012.
"There is this huge heralded success in the growth of recruitment rates for minority teachers but they've been undermined by these high quit rates," Richard Ingersoll, a professor at the University of Pennsylvania and contributor to the report, told NBC News. "My own conclusion is that we will not really close that gap until we go beyond recruitment and look at retention."

The distribution of black and Hispanic teachers across low- and high-income schools is one of the chief factors contributing to the attrition rate.

"Minority teachers are disproportionately employed in predominantly urban, predominantly poor, and predominantly high minority schools," Ingersoll said. "But such schools are not as attractive workplaces . . . and because minority teachers are the ones teaching at these schools, they have higher quit rates."
In Washington D.C., the number of white teachers more than doubled from 16 to 39 percent, and the number of black teachers decreased from 77 to 49 percent.

Ingersoll suggested that big, top-down government "turnaround" programs often imposed on failing schools often disempowers teachers, which in turn drives up their quit rates.

"With accountability, often you have a standardized curriculum that's scripted and sometimes micromanaged," he said, The Washington Post reported. "There are certainly some positives, but the downside is it drives teachers nuts..... What I always suggest is that we hold people accountable for results but then get out of their way. It's not the way we treat teachers in these large urban districts."

When children in California walked into their classrooms at the start of the school year, odds are they saw a white person at the head of the room. And odds are, when they looked around at their classmates, they saw a lot of Latino, Asian and Black students.

Despite efforts to increase the diversity of the state's teaching ranks, minority teachers remain almost as underrepresented in public schools as they were 10 years ago, according to an assessment of California Department of Education data.

And a growing body of research suggests this can negatively impact minority students' success in a significant way.

While 54 percent of students in California public schools are Latino, only 19 percent of teachers are. The numbers are better for other minority students in the state, though they, too, remain underrepresented by teachers.

And though Los Angeles County has a much larger percentage of Latino, Asian and Black teachers than the state, the large population of minority students means they are still underrepresented.

Particular school districts in Los Angeles County, many of which have faced rapid shifts in demographics, have even stronger disparities. In Arcadia Unified, for example, only 15 percent of students are white, but 73 percent of teachers and 88 percent of administrators are.
"This isn't just a few percentage points' difference. These are huge gaps," said Ulrich Boser, author of a report by the Center for American Progress aimed at increasing the number of teachers of color in classrooms across the country.

Research shows that when minority students have a teacher of the same background, it fosters increased engagement, confidence, trust and comfort in the classroom. And they are also provided a valuable role model. The effects aren't just subjective.

Other well-cited research has produced similar results, including one study that showed when students were matched with teachers of their own race, academic achievement increased by 3-4 percentage points, according to the Center for American Progress report.

'Disrupting' Tech's Diversity Problem With A Code Camp For Girls Of Color

Silicon Valley is great at disrupting business norms - except when it comes to its own racial and gender diversity problem. In an open letter last week, the Rev. Jesse Jackson sounded the alarm yet again. He urged tech giants and startups to speed up the hiring of more African-Americans and Latinos- "to change the face of technology so that its leadership, workforce and business partnerships mirror the world in which we live."

One nonprofit group, Black Girls CODE, isn't waiting around for more diversity reports. The group is taking action with regular weekend coding seminars for girls of color. And this summer, it's held boot camps where young girls learn the basics of tech design and development.

"I wanna make games, stuff like that," says Natalia Cox, one of the girls at Black Girls CODE's camp. "Tech is gonna take over the world. I wanna be a part of that!" The 13-year-old from San Jose, Calif., says she hopes to work in the tech field one day.

"Organizations like this help bring more people into the pipeline just as much as a diversity board at a large corporation," says Keisha Michelle Richardson, who volunteered to mentor young girls at a camp session in San Francisco. Richardson is entrepreneur and senior software engineer at Westfield Labs.

In addition to brainstorming and prototyping app ideas, the campers take field trips to leading tech companies. "I like to point out to the girls, 'Look around, do you see people who look like you here?' " says Lake Raymond, the summer camp and after-school coordinator for Black Girls CODE.

Outside of management, software developers and hardware engineers are often among the highest-paid jobs in the industry. Estimates are that fewer than 13 percent of computer engineers in the Valley are female. Far fewer are African-American women, it's estimated, but few companies have released hard data breaking down the numbers by race and gender.

I mentioned in my most recent Works of Words that a few people stated that I sound angry in some of my writings. I reply each time - AND? Being angry has not stopped my progress. Actually, it has fueled my thirst for innovation and creativity.
History shows that any successful and game changing person was ignited through fear and anger. Heck, I wish my entire community were as angry as I am. I wish my so-called leaders were equally pissed as I am. I wish my black brothers would get angry and upset that we as a race of men continue getting screwed at every level by the hidden hands of power.
Are we satisfied with being reduced to second class citizens in most areas? Are we cool with getting less of everything, while we help (with our dollars) others get more of the good life? Is freedom that hard that we would rather starve and beg to survive? In most cases, we don't live like a free people. For those who may have forgotten or not realized it - WE ARE FREE!
What I'm most angriest about is that I'm witnessing with my very own (going blind eyeballs) a new generation (my peers) who have decided that freedom is too hard! Therefore, they would rather align themselves with the hidden hands of power to guide their thoughts and actions. These are capable and intellectually smart men and women who could accomplish anything on their own - with hard work, focus and commitment. But they seem more comfortable being told what to do, how to do it, and when to do it. They want the hidden hand to direct them who to associate with. Who to dance with. Who to talk to. And probably who to love. Unbelievable!
So yes, my Works of Words can be quite angry in its tone from time to time! And I have every right to be frustrated or angry. I see my people living in systematic poverty and being subjected to systematic racism - which limit their abilities to rise from concrete jungles. Here is what's really heartbreaking: The common man doesn't have a clue, therefore he doesn't have a chance. Peace and One Love.

Asthma is the most common chronic health condition for children, and it leads to about 10.5 million missed school days and 1 million emergency room visits each year, according to the Centers for Disease Control and Prevention.
Black children on Chicago’s South Side are two to three times more likely to be diagnosed with the disease and have worse outcomes. TheUniversity of Chicago Institute for Translational Medicine (ITM) honored Anna Volerman, MD, assistant professor of medicine and pediatrics, with one of this year’s fourNational Institutes of Health (NIH) Career Development (K) Awards to create a comprehensive school-based program addressing childhood asthma on the South Side and evaluate that program’s ability to improve children’s health.
From prior research and her own experience, Volerman said she knew that schools represented a missed opportunity in disseminating information and services. In 2014, Volerman worked with Monica Vela, MD, associate dean for multicultural affairs, to launch a health and wellness partnership with the University of Chicago Charter School, where 40 percent of students have a diagnosis of asthma or symptoms suggestive of it. While previous work in this area has been aimed mostly at closing the gaps in a specific area, Volerman said that she’s trying to develop a systematic approach to asthma care in the school to have a broader impact on asthma.
“There’s no magic switch to flip, but we hope to develop a model for how a school can effectively care for children with asthma,”Volerman said. “If we can impact their care, we can bring this to other schools in Chicago, and other cities that face disparities in asthma.”

After countless performances around the world and six sold-out shows in Chicago last summer, the celebrated and distinguished dance crew The Flying Steps and Red Bull Flying Bach will return to the U.S. for an exclusive engagement. After a groundswell of ticket sales, the tour will add a Sunday matinee performance to the two already-announced dates at the historic Chicago Theatre on September 25-26.

Using an interpretation ofJohann Sebastian Bach’s “The Well-Tempered Clavier,” the show combines Bach’s classical masterpiece with modern beats and clever choreography, dazzling audiences while they shift the borders between classical and urban culture.
